Belize City Council Shooting Suspect Still Denied Bail

Belize City Council shooting suspect Travis D. Flowers remains in custody after a second bail denial, facing attempted murder charges linked to a March 2025 workplace shooting.

Belize City Council shooting suspect remains in custody following second bail denial. Travis D. Flowers, a 45-year-old employee of the Belize City Council’s Enforcement Department, continues to be held on remand. He faces charges of attempted murder following a shooting involving a fellow council worker in March.

The incident happened on March 8, 2025. Flowers allegedly shot 44-year-old Calvin Cumberbatch after an argument escalated on West Street. According to reports, Flowers exited a black SUV and fired several rounds. Cumberbatch was hit in the shoulder and abdomen. He survived and later told police that he was unarmed and only defended himself when Flowers attempted to punch him.

Police recovered a licensed 9mm Glock pistol during the arrest. Officers found the firearm with 15 live rounds on Vernon Street, where Flowers was detained.

Although Flowers was first arraigned on March 11, he has not yet received a case file. During his latest court appearance on Tuesday, Chief Magistrate Deborah Rogers explained that disclosures are expected by July 11. Despite requesting bail again, Flowers was reminded that only the High Court could grant it, especially since Justice Pilgrim previously denied it in March.

“It’s not impossible to apply a second time,” said the Chief Magistrate. “But it’s a chance you’ll have to take.”

The motive behind the Belize City Council shooting remains unclear. However, the charge and use of a firearm continue to make bail approval unlikely. Flowers remains without legal representation and is scheduled to return to court in July.

This case highlights concerns over workplace violence and gun-related offenses. Authorities continue to investigate the circumstances leading to the shooting.
